If you want to save a few dollars, you should consider Piaggio BV200 or BV250, as they are taken by the same people who siginificantly Vespa and cheaper.

Among the Vespa and Kymco. I worked in two and the Kymco took me more than the Vespa. Yes, it's much more, and both wheels are solid. It is basically a 4-door sedan in front of a luxury car. Both get there, they are very well built, but honestly, the Vespa is my favorite on the Kymco.

Also, if you really spend money to get the Vespa GT P. Do me a blow. This bike does not disappoint. Bat an HD Sportster in the 0-60

Quality is Vespa all the way, but I think it's worth the extra money.

The Kymco is a surprisingly good quality but less expensive, so for the dollar, Kymco punch.

Do not forget, Honda Reflex or the noise is impressive!
